Here are two graduates; the First one graduated 10 years ago and is wandering the country like the proverbial Cain in the bible who killed his brother Abel, though this graduate’s punishment become job-seeking because of the inequalities in the nation. The second one graduated a year ago with the same qualifications and has already been absorbed in the Public service!
What would be the difference between the two? Simple, Connection. The second has a god-father who secured him an opportunity in Public Service, and there is another lot who can bribe KES. 300,000 or more to secure these opportunities. The Wandering Wanderer on the other hand has no one to run to but his God. It’s him against the scorching sun, for a decade and counting.
To address the rot in Public Service Recruitment, Three measures must be introduced immediately;
First: There should be a Central Recruitment Agency for all Public Servants, so that whichever department in need of personnel can then send to the recruitment agency to advertise the Positon and qualifications.
Second: In all the 47 counties, there should be a secretariat established to Register graduates in the order of the year of graduation and the level of qualification. So that that the order of selection is FO – FI, First Out of College / Campus is the First In Consideration.
Third: The overall Recruitment should also reflect the demographic distribution. This where Riggy-Gs ONE MAN-ONE VOTE criteria counts, nevertheless the crierion must also take into account our brothers from Marginalized areas. It is not acceptable that only 2 Communities hog 80% of the chances in the Republic, as though others are second class Citizens!
There’s a Court Case against KRA’s recent recruitment drive, the Learned Judge found out that 2 Communities taking 80% of the slots was unjust and against the spirit of Nationhood, he had to revoke the Recruitment. This cancer at KRA is a reflection most government agencies and Parastatals. In some Ministries and Agencies they don’t even advertise, they secretly lobby and recruit from their inner circles, as other disconnected Kenyan wallow in a miasma of darkness.
The Uniformed Men (Army, Police etc) follow this protocol, Teachers Service Commission is guided by this Protocol, why have we left other Public Slots in the hands of the few corrupt individuals?
It used to happen some decades ago, recruitment for Public Service used to happen from the District Headquarters, it’s time to drain the swamp once and for all, so that all communities stand a chance as well! Let us slay this ‘godfather’ and ‘Uncle Big’ Syndrome, so that our sons and daughters also stand a chance to taste this national Cake.
